Maintaining operational resilience in key public institutions is essential for national stability and governance. Achievia Pvt Ltd partnered with the Maldives Inland Revenue Authority (MIRA) to conduct a comprehensive, two-day Business Continuity Management (BCM) Training program
Designed to equip MIRA’s leadership with practical BCM tools and frameworks, the six-hour intensive training delivered both interactive strategy sessions and dynamic crisis simulations.
Whether it’s natural disasters, cyber-attacks, pandemics, or supply chain disruptions, the ability to maintain continuity in business operations is more important than ever.
This is where Business Continuity Planning (BCP) comes into play. BCP refers to the strategies and procedures implemented by organizations to ensure they can continue operating during and after disruptive events while minimizing downtime and financial losses.
The training program was split across two interactive 3-hour sessions, balancing conceptual knowledge with realistic application
Day 1: Real-Time Tabletop Exercises
Participants engaged in simulated stress-testing of MIRA’s existing Business Continuity Plan (BCP) across three real-world risk scenarios:
- Physical Disruption: Loss of access to primary EOI facilities.
- Cyber Incident: Ransomware / secure system unavailability.
- Infrastructure Outage: Power failure and critical system downtime.
Observer teams recorded operational decisions, escalation speeds, and communication pathways in real time.

Day 2: Governance, Roles & Responsibilities
The second half of the program shifted focus toward governance and execution. Key topics covered included:
- Clear definition of roles and responsibilities within the Business Continuity Committee and Crisis Management Teams.
- Structuring reliable communication cascades for internal staff and external stakeholders.
- Practical application of BCM principles to sustain essential services during unexpected disruptions.
Actionable Insights: The Post-Exercise Drill Report
Achievia’s Lead Trainer, Aminath Shaeera, presenting actionable findings to help shape MIRA’s long-term BCM strategy.
Following the training, Achievia delivered a comprehensive Post-Exercise Drill Report to MIRA. Rather than evaluating individual performances, the report focused on identifying systemic gaps, such as escalation speeds, role terminology, and alternate site pre-validation, to give MIRA’s Business Continuity Committee a structured roadmap for continuous improvement.
This independent report serves as a formal benchmark, enabling MIRA to demonstrate its proactive commitment to operational resilience and BCM readiness to internal leadership and key external stakeholders.
Building a Culture of Preparedness
Achievia commends MIRA’s leadership team, including 19 senior leaders, directors, and managers, for their serious commitment, transparent evaluation, and proactive approach to organizational risk.
“Resilience thinking is already present. The key to building true organizational endurance lies in structured practice, pre-defined decision thresholds, and regular testing.” — Achievia Consultancy
